Provisions
about the Emblem of the Nakhodka City District
Article 1. General Provisions
1. The emblem of the Nakhodka city district is worked out in accordance with the rules and traditions of the heraldic. The emblem demonstrates historical, cultural, national, social, economic and other local traditions.
2. Provisions about the emblem of the Nakhodka city district and its drawings in multi-colored and mono-chrome versions and also mono-chrome version with conditional shading for designation of the colors are kept in the administration of the Nakhodka city district and accessible for knowledge of it to the public.
Article 2. The status of the Nakhodka city district’s emblem
1. The emblem of the Nakhodka city district is an official state symbol of Nakhodka city district (Heraldically designed differential sign).
2. The emblem of the Nakhodka city district must be entered into the State Heraldic Register of the Russian Federation.
Article 3. The description and substantiation of the Nakhodka city district’s emblem
1. The description of the emblem of the Nakhodka city district:
1) the emblem of the Nakhodka city district represents cut blue and green heraldic shields with a red top. There is a gold anchor, entwined by two snakes – something like caduceus - against a background of the shield.
2) The shield creates the space of the emblem. There are emblem’s fields and figures in the space of it.
2. The shield is cut into three parts:
1) A top part represents horizontal long rectangle of red color, which is one of the colors of the National flag;
2) A left part represents vertical long rectangle of blue color, as a conditional sea, one of the colors of the National flag;
3) A right part represents vertical long rectangle of green color, as a conditional taiga;
3. The main symbol caduceus is put on the heraldic shield (lat. truce envoy)
4. The substantiation of the Nakhodka city district’s emblem:
1) The anchor is a symbol of the port and navigation;
2) Helix snakes are the symbol of wisdom and vigilance;
3) Supplemented caduceus represents the wings of the Greek god Hermes (Roman god, Mercury), the god of the massagers and trade;
4) Red color is a symbol of courage, love and bravery;
5) Blue color is a symbol of glory, honor and faithfulness;
6) Green color is a symbol of freedom and hope.
Article 4. The procedure of reproduction of the Nakhodka city district’s emblem
1. The reproduction of emblem of the Nakhodka city district regardless of its size and technique of implementation must correspond with the heraldic description, listed in the 1st part of the 3rd article of the present Provisions. The reproduction of emblem of the Nakhodka city district is allowed in multi-colored and mono-chrome versions and also mono-chrome version with conditional shading for designation of the colors.
2. The responsibility for the distortion of the emblem’s image, change of the composition or colors, not satisfying the requirements of the heraldic, is beard by the person making the distortion or changes.
Article 5. The official use of the Nakhodka city district’s emblem
1. The emblem of the Nakhodka city district can be put :
1) on the facade of the buildings of municipal government of Nakhodka city district, enterprises, institutions and organizations belonging to the municipal property;
2) in the boardroom of the municipal Duma of the Nakhodka city district; study of the Head of the Nakhodka city district and the chairman of the municipal Duma of the Nakhodka city district ; the studies of the public officials of the municipal bodies of the Nakhodka city district; the managers of enterprises, institutions and organizations belonging to the municipal property;
2. The emblem of the Nakhodka city district is used:
1) on the letterheads of the Head of the Nakhodka city district, municipal legal acts and other documents;
2) on the letterheads of the municipal Duma of the Nakhodka city district, municipal legal acts and other documents
3) on the letterheads of the administration the Nakhodka city district, municipal legal acts and other documents;
4) by the electoral commission of the Nakhodka city district;
5) on the letterheads of the Account Chamber of the Nakhodka city district;
6) on the official publishing of the municipal bodies of the Nakhodka city district;
3. The emblem of the Nakhodka city district is reproduced on the certificates of employment of the municipal employees.
4. The emblem of the Nakhodka city district is located on the seals of the municipal bodies of the Nakhodka city district
5. The emblem of the Nakhodka city district can be used:
1) on the titles of honor and awards of the Head of the Nakhodka city district;
2) on the titles of honor and awards of the municipal Duma of the Nakhodka city district;
3) as a differential sign on the uniform of the ranks and the officers of the municipal police and members of voluntary police of the Nakhodka city district
4) on the means of transport belonging to the municipal property;
5) on the guide signs at the entrance to the Nakhodka city district;
6) on the publishing of the print media and regional issues of Nakhodka city district;
7) on the letters of commendation, invitations, visiting cards of the elective public officials of municipal authorities of the Nakhodka city district;
6. The image of the Nakhodka city district’s emblem can be used as heraldic basis of the titles of honor, emblems and other symbols for decoration of the municipal and other spectacular events
7. The procedure of making, use, storage or destruction of the letterheads, seals and other media with the image of the Nakhodka city district’s emblem is established by the municipal legal acts of the local authorities of the Nakhodka city district;
8. The procedure of using the emblem of the Nakhodka city district and its elements by the enterprises, institutions and organizations not belonging to the municipal property and also by the individuals is held on a contract basis.
Article 6. The responsibility for the violation of the present Provisions
The use of the emblem of the Nakhodka city district in violation of the present Provisions and also desecration of the emblem of the Nakhodka city district entails liability according to the Russian law.
