about the Flag of the Nakhodka City District

Article 1. General Provisions

1. The flag of the Nakhodka city district is worked out on the basis of the emblem of Nakhodka city district in accordance with the rules and traditions of the heraldic. The flag demonstrates/embodies historical, cultural, national, social, economic and other local traditions.

2. The provisions about the flag of the Nakhodka city district and the original image of the flag are kept in the administration of the Nakhodka city district. 

Article 2. The status of the Nakhodka city district’s flag

1.       The flag of the Nakhodka city district is an official state symbol of the Nakhodka city district

2.       The flag of the Nakhodka city district must be entered into the State Heraldic Register of the Russian Federation.

Article 3. The description and the image of the Nakhodka city district’s flag

1.       The flag of the Nakhodka city district represents a rectangular cloth of white color. The proportion of the flag’s width to its length is 2:3.

2.       Three blue horizontal stripes, symbolizing the sea and the naval attributes, go through the center of the cloth.  There is a stylized anchor, symbolizing the city-port in the center of it.

3.       White color is a symbol of peace, silence and pure thoughts.

4.       Blue color is a symbol of honor, glory and faithfulness.

Article 4. Reproduction of the Nakhodka city district’s flag

1. The reproduction of the Nakhodka city district’s flag in spite of its size and technique of its drawing must correspond with the heraldic description, given in the 3rd article of the present Provisions.

2. The responsibility for the distortion of the flag’s elements or change of the composition and colors, not satisfying the requirements of the heraldic, is taken by the person who made the distortion or changes.

Article 5. The official use of the Nakhodka city district’s flag

1. The flag of the Nakhodka city district is constantly raised on buildings of the municipal government of Nakhodka city district.
2. The flag of the Nakhodka city district is constantly established:

1)   In boardrooms of the municipal authorities/ bodies of the Nakhodka city district;

2)   In studies of the elective public officials of the  municipal authorities of the Nakhodka city district;

3. The flag of the Nakhodka city district is raised during the official ceremonies and other solemn actions spent by the municipal bodies of the Nakhodka city district.

 Article 6. The procedure of using the image of the Nakhodka city district’s flag

1. The image of the flag of the Nakhodka city district can be used as an element or heraldic basis of the distinctive signs, the awards of the Nakhodka city district’s Head.  

2. The image of the flag of the Nakhodka city district can be put on:  

1) the certificates of the managers of the enterprises, institutions and organizations belonging to the municipal property;

2) the official publications of the municipal bodies of the Nakhodka city district; and also on the official publications of the  enterprises, institutions and organizations belonging to the municipal property;

3) the certificates of the employees of the enterprises, institutions and organizations belonging to the municipal property;

4) the distinctive signs and the awards of the Head of the Nakhodka city district;  

5) the means of transport belonging to the municipal property;

6) the publishing of the print media and regional issues of the Nakhodka city district;  

7) the letters of commendation, invitations, visiting cards of the elective public officials of Nakhodka city district, municipal authorities of the Nakhodka city district and municipal employees.

3. The image of the flag of the Nakhodka city district can be used as heraldic basis of the titles of honor, emblems and other symbols for decoration of the municipal and other spectacular events.

Article 7. The procedure of using the image of the Nakhodka city district’s flag by the enterprises, institutions and organizations not belonging to the municipal property

1. The procedure of using the image of the Nakhodka city district’s flag by the enterprises, institutions and organizations not belonging to the municipal property is held on a contract basis.

2. Other cases of using the image of the Nakhodka city district’s flag are established by the municipal legal acts of the local authorities of the Nakhodka city district.

Article 8. The responsibility for the violation of the present Provisions

The use of the Nakhodka city district’s flag in violation of the present Provisions and also desecration of the flag of the Nakhodka city district entails liability according to the Russian law.
