20.12.2016 Vostochny Port coal handling complex Phase 3 has become a project under the Free Port of Vladivostok
It should be noted that the federal law on free port of Vladivostok came into force on October 12, 2015. Mode free port will operate in Nakhodka and 15 municipalities of Primorsky Territory. Government of the Russian Federation attaches great hopes to implementation of the Federal Law “On Free Port of Vladivostok”. A wide range of business preferences is aimed at doubling the gross regional product and increasing the investment into fixed assets, which ultimately affect the level of life of all inhabitants of the region. Nakhodka city administration and city duma, in their turn, have offered additional 'tax breaks' for free port residents.
The total investments amount to approximately 17.2 billion rubles. The construction of this high-tech terminal is being carried out without any government financing. The coal handling complex Phase 3 would help create 619 new jobs. Its handling capacity will amount 16.5 million tons of coal cargo per year. The facility Phase 3 completion and launching is scheduled for 2017, with annual coal throughput capacity of 39 million tons.
The new platform of the specialized coal production and handling complex includes two railway parks near the Nakhodka-Vostochnaya train station, one of which will be handed over to Russian Railways CJSC without any compensation, in accordance with the technical connection contract. This project involves the creation, from ground-zero, of an entire railway infrastructure that is necessary for the transshipment of coal. It is located on a 54-hectare territory and includes the construction of four warehouses for the simultaneous storage of around 800,000 tons of cargo, of two stackers, four reclaimers, railway wagon defrosting devices for the simultaneous heating of 80 open wagons, conveyor belt systems, and two tandem rotary-type wagon dumpers. The project also includes the construction of a deep-water dock, which is intended to host vessels with dead weights of up to 180 tons, and the installation of two powerful vessel-loading devices.
The uniqueness of the third phase is not only due to its large scale. It is expected that it will become the most eco-friendly coal terminal in Primorsky Krai. Right from the start of operations, it will be equipped with the most modern aspiration and dust suppression systems, and a multi-stage filtration system that is able to purify wastewater to such a degree, that it would meet fishery pond standards.
JSC “Vostochny Port” is the largest stevedoring company in Russia, specializing in coal transshipment. Its structure includes two handling complexes. The first complex is the only one in Primorsky region specialized coal complex with the system of conveyor equipment and rail-car discharge station. The automation level is almost 98.9%. Handling capacity is 14.2 million tons per year.
The second one is a Universal Handling complex; it specializes in clamp shell coal transshipment; its production capacity is 3 million tons per year.
In 2015, during the first Eastern Economic Forum, JSC “Vostochny Port” signed a number of agreements with the largest coal producing companies in Russia (Kuzbassrazrezugol Coal Company OJSC and Siberian Coal Energy Company JSC) on cooperation and collaboration in terms of organization and provision of transshipments. These agreements already guarantee to load a part of the capacity of the third phase up until 2030.
We would remind you that in 2015 cargo throughput at Vostochny Port totaled 22.8 million tons, a fifth of the total coal exports from Russia's seaports and about 32% of the coal handled at the ports in the country's Far East Basin.
